DRDO reshuffles its HR bosses

The decision is in tune with the defence ministry’s intention to transform the HR department of DRDO.

The newly-appointed DRDO chief S Christopher has effected a major shake-up in the human resources department of DRDO by transferring four senior scientists recently. The transferred scientists are Chief Controller, Research and Development-HR (CCRnD-HR); Director of Personnel (DoP); Director, Recruitment and Assessment Centre (RAC) and Director, Centre for Personnel Talent Management (CEPTAM).

These are the top officials responsible for intake and management of competent manpower within the DRDO.

The decision is in tune with the defence ministry’s intention to transform the HR department of DRDO.

According to ministry officials, G S Malik, the CCRnD-HR, the top HR man of DRDO, has been replaced by C P Ramanarayanan, who was earlier heading the Bangalore-based Gas Turbine Research Establishment (GTRE) since June 18. Malik, who was appointed by former DRDO chief Avinash Chander, has now been made the CCRnD (R&M).

The second top HR boss, Director of Personnel A K Singh, who was overseeing the administrative and personal matters of DRDO employees, has been moved to Institute of Nuclear Medicine and Allied Sciences (INMAS), the DRDO’s nuclear medicine laboratory in New Delhi.

Director of Personnel is one of the most important corporate directorates entrusted with implementation of policies and guidelines pertaining to personnel matters of DRDO.

In what may affect the DRDO’s internal promotions, Sudhir Gupta, earlier Director of Centre for Personnel Talent Management (CEPTAM), has replaced R K Jain as director of Recruitment and Assessment Centre (RAC), which oversees DRDO promotions. Amarjit Singh, Scientist G, has been appointed in place of Gupta as director, CEPTAM, the corporate body of DRDO, which is entrusted with the recruitment of technical, administrative and allied category of non-gazetted personnel of DRDO.

“The reshuffle points towards the government’s intent to bring about a transformation in the HR department of DRDO. Prime Minister Narendra Modi, in his maiden address to DRDO officials in August, had called for a need to transform the research organisation. And further steps on these lines are likely to follow.

“In January, former DRDO chief Avinash Chander was asked to go when the government cited the need for induction of young leadership. Last month, the defence ministry split the DRDO’s top job into two — separating the posts of scientific adviser to defence minister and that of director general.
