Rajya Sabha Deputy Chairman PJ Kurien settles spat over Bill

Congress MP K V P Rao had moved the Bill seeking special status for Andhra Pradesh through a constitutional amendment.

Rajya Sabha Deputy Chairman PJ Kurien Friday settled the tussle between the government and opposition over categorisation of bills. He said the controversial Andhra Pradesh Reorganisation (Amendment) Bill is a money Bill which can only be introduced in the Lok Sabha.

Congress MP K V P Rao had moved the Bill seeking special status for Andhra Pradesh through a constitutional amendment. The government had prevented Rajya Sabha from voting on Rao’s private member’s Bill on August 5, saying it was a money Bill that could be introduced only in Lok Sabha. The Congress had countered the contention.

Kurien had referred the matter to Lok Sabha Speaker Sumitra Mahajan. He had done so citing a rule that says in the event the presiding officer of Rajya Sabha is in doubt whether a Bill is a money Bill or not, it must be referred to the lower house speaker, whose decision in this regard is final.

On Friday, Kurien announced that Mahajan had decided that the Bill is a financial bill and that the law ministry also agrees with this view. The Bill will now be removed from the register of pending Bills .
