House passes Bill to expand Azam Khan’s Jauhar University

The bill was tabled in the Assembly through a supplementary agenda.

The state government on Thursday tabled ‘The Mohammad Ali Jauhar University (Amendment) Bill, 2016’ in Legislative Assembly as well as Legislative Council and got it passed from both Houses.

The bill was tabled in the Assembly through a supplementary agenda. As per the statement of objects and reasons of the bill, it proposes to “empower the said university with retrospective effect to establish constituent unit/campuses, off campuses, off-shore campuses, virtual campuses to achieve the objective of the said university”.

BJP MLA Suresh Khanna sought two clarifications regarding the bill. First, he wanted to know what was the performance of the university if it was going to expand and second, whether expansion of the university was according to University Grants Commission (UGC) guidelines.

While Khanna was raising the queries, Parliamentary Affairs Minister Azam Khan, who had set up Jauhar University in his native district Rampur, appealed to the members to get the Bill passed unanimously because “it was related to education”. But Khanna repeatedly demanded clarifications.

Azam then replied that while universities are generally established on 50 acres, Mohammad Ali Jauhar University had a 450-acre campus. However, even this space wasn’t enough because of various faculties set up there, he said. A medical college is also coming up here, which will be inspected by a team from Medical Council of India (MCI) for survey within a month and inaugurated by Chief Minister Akhilesh Yadav, Azam said. The minister added that majority of the students in the university were Hindus.

The Mohammad Ali Jauhar University (Amendment) Bill, 2016 was later passed unanimously. Two more bills were passed — the Uttar Pradesh State University (Amendment) Bill, 2016 and Uttar Pradesh State Legislature (Members’ Emoluments and Pension) (Amendment) Bill-2016. Besides, the ‘Era University, Lucknow, Uttar Pradesh, Bill 2016’ was passed by the Legislative Council.
