Amid the ruckus in the Punjab Assembly on Wednesday, a Congress MLA, Tarlochan Singh Soond (62), flung a shoe at Revenue Minister Bikram Singh Majithia. Other Congress legislators hurled paper missiles at Speaker Charanjit Singh Atwal as he continued with the day’s business, speedily passing 21 bills in the din.
Since Monday, several Congress legislators have not left the Assembly hall, staying put even at night, after the party’s no-confidence motion against the government was rejected by a voice vote without a debate.
As soon as Wednesday’s session started, Congress members began disrupting the proceedings. Within a few minutes, the Speaker adjourned the House for 15 minutes.
The Congress members continued to protest after the House met and the Speaker suspended Question Hour, Zero Hour and Call Attentions and started the legislative business.
At this, the Congress members started throwing paper balls and copies of various reports tabled in the Assembly at the Speaker, demanding a debate on the no-confidence motion. The ministers read out proposals of bills in the din and the Speaker passed these by voice vote.
After some time, Banga MLA Soond flung his shoe at Majithia. The shoe brushed past Deputy CM Sukhbir Singh Badal, seated in the front row of treasury benches, and hit Majithia.
Majithia stood up holding the shoe and showed it to the Speaker, who was being guarded by marshals from paper missiles being hurled at him. A few paper missiles fell very close to the Speaker.
Later, when Majithia was reading out the proposal of a bill, he was booed by the Opposition.
