The construction of a grand memorial to Dr BR Ambedkar on the sprawling 12-acre Indu Mill land will begin from Monday. The National Textile Corporation Limited (NTCL) on Saturday gave a formal letter of approval paving the way for the Mumbai Metropolitan Region Development Authority (MMRDA) to start the demolition of the old mill structure to make way for the Rs 425-crore magnificent Ambedkar Memorial complete with a stupa, museum and bronze statue.

On Saturday, NTCL officials handed over the letter to the Maharashtra government giving its sanction for the land and permission to begin the memorial work from next week.

The NTCL officials, along with chairman of the Textile Parliamentary Committee Kirit Somaiyya, handed the letter to the principal secretary in urban development Nitin Kareer.

According to NTCL officials, “Chief Minister Devendra Fadnavis had taken up the matter with Prime Minister Narendra Modi which had led to a tripartite agreement early April 2015 between the Union textile ministry, the government of Maharashtra and the NTCL in Delhi.”

In October 2015, Modi and Fadnavis had laid the foundation stone for the memorial at Indu Mills at Shivaji Park in Dadar.

The delay is being attributed to land transfer and development rights issues. The NCT was insisting on Rs 1,300 crore payment for the land transfer. Whereas, the state government was ready to give transfer development rights (TDR).

Somaiyya said, “All the issues have been resolved. On the Indian Constitution Day, the Central and the state government has brought a good news to start the Ambedkar Memorial work at Indu Mills.”


The NTCL has agreed to hand over the entire 12-acre land of Indu Mills to the state for the project.

The state had approved the design and layouts for the memorial made by architect Shashi Prabhu. The sprawling landscape will have 25,000 sq ft stupa and 39,622 sq ft museum. The dome-shaped structure at the centre will be designed with 24-stone ribs and will have ponds and gardens. The museum and library will have literature on the life and works of Dr Ambedkar.

The state government notification dated November 21, 2016 sanctioned the modification to revised development plan under section 37 (1AA) (c) of the act in respect of inclusion of Indu Mills land residential zone and reserved for grand memorial of Dr Ambedkar. It set the process for NTCL to hand over the land for memorial project to MMRDA. And submit an application for the TDR rights.
