Citing various scams unearthed in the recent months in the Brihamumbai Municipal Corporation (BMC), the Mumbai Congress has written to Chief Minister Devendra Fadnavis demanding that the BMC be dissolved immediately.
Sanjay Nirupam, president of the Mumbai Regional Congress Committee, said many scams such as those pertaining to desilting of storm water drains, construction and repair of roads, management of garbage dumping grounds, ‘water mafia’ and others have surfaced in the past year.
“Also, the draft Development Plan is a big scam. Allowing construction on salt pan lands in the BMC’s draft development plan is going to benefit only the developers. The ruling Shiv Sena- BJP combine has grabbed many open plots across the city,” said Nirupam, while addressing a press conference on Wednesday.
The Congress leader further alleged that the entire functioning of the civic body has collapsed. “The Sena and BJP are leveling allegations against each other every day. They are not able to function smoothly. This has damaged the civic body’s image very badly. So, in wake of all these things, the chief minister should dissolve the BMC immediately under Section 520(D) of the Mumbai Municipal Corporation Act,” Nirupam said.
Section 520(D) allows the state to dissolve the municipal corporation by giving reasonable time if its financial position and credit are seriously threatened and its powers have been abused.
Nirupam also demanded that offences should be registered against the Shiv Sena and BJP leaders ‘responsible for the scams worths thousands of crores’ and action be initiated against them. “Also, the chief minister should appoint an inquiry commission led by a High Court judge to investigate the civic body’s scams in detail,” demanded Nirupam.
Referring to the allegations levelled by MP Kirit Somaiyya about the BMC in the grip of a ‘mafia’, Nirupam challenged the BJP to disclose the names of the “Bandra saheb, his PA and brother-in-law”, who are allegedly running the mafia raj.
