Lucknow district administration notice to Khatri after workers burst crackers at party office

The state Congress is the first organisation to face action for violating the prohibitory order as DM’s order came into into effect from Thursday only.

The Lucknow district administration Friday issued showcause notice to Uttar Pradesh Congress Committee (UPCC) president Nirmal Khatri for bursting firecrakers at state party headquarters in Lucknow without seeking due permission.

Khatri has been asked to submit an explanation in 48 hours failing which legal action will be initiated. The notice comes a day after Congress’s Seva Dal workers burst firecrackers on office campus Thursday while celebrating Uttarakhand High Court’s order quashing President’s rule in the state.


The showcause notice issued by Additional City Magistrate (ACM) Santosh Kumar Singh cites District Magistrate’s April 11 order that prohibits display of fireworks at any function or place without written permission from the local administration. DM had issued the order days a stockpile of firecrakers exploded at a temple in Kerala killing more than 100 people.

In the notice, ACM has stated that local Hussainganj police station in its report has informed that firecrackers were burst at party office on April 21. “Had you obtained permission for display of fireworks from any official concerned, if not then why fireworks were displayed without permission?” ACM has asked UPCC president in the notice.

Congress Seva Dal chief organiser, Pramod Pandey told The Indian Express that some firecrackers were burst inside the party state headquarters to celebrate Uttarakhand High Court’s order. “Firecrackers were burst and sweets distributed in the party office. All senior leaders including, state president Nirmal Khatri, were present. But, we were not aware about any such administrative order regarding restrictions on display of fireworks. Workers did that unknowingly,” Pandey said.

He also said that he had no information if any notice has been issued to the party president.

Contacted, Khatri said that he has not received the notice yet but has come to know about it from other people. He too confirmed that some party workers had burst crackers in excitement. “It was not pre-planned. That reaction of the workers was spontaneous,” Khatri said.

ACM told The Indian Express that he had sought a report from the local Hussainganj police station following media reports that firecrackers were used at Congress office on Thursday. “The police report has confirmed that firecrackers were burst there. I am the local authority to grant permission for the display of fireworks but I had not received any application from Congress seeking permission. Hence, the notice has been issued,” ACM said.
