Swachh Suvekshan 2017: Panchkula among 500, municipal corporation has uphill task now

Out of a total score of 900 points, 360 are for municipal solid waste — sweeping, collection and transportation — and 180 for procession and disposal of municipal solid waste.

Although Panchkula has made it to the list of 500 cities to be ranked under Swachh Suvekshan-2017, the municipal corporation will find it difficult to perform well according to various laid down parameters. Last year, Panchkula had failed to make it to the list of 500 cities. Under Swachh Survekshan, urban local bodies (ULB) of all the cities will get scores based on different parameters divided into six components.

Out of a total score of 900 points, 360 are for municipal solid waste — sweeping, collection and transportation — 180 for procession and disposal of municipal solid waste, 135 for public and community toilets, 135 for individual toilets, 45 for strategy for open defecation free (ODF) and 45 for behaviour change communication.

The use of information communication technology (ICT)-based system to record attendance of staff carries 23 marks. The system is not being used to record attendance of sanitation workers and other staff. The civic body is facing staff shortage of above 40 per cent and will get zero marks out of 18 under this parameter. MC will stand to lose eight points as it does not have a separate system for collection and disposal of construction and demolition waste. The commercial areas and roads in the city are not swept twice a day for which 23 points have been fixed.

To ascertain whether ULB is generating financial resources, 23 marks each have been fixed for user charges for waste management notified and collected from commercial and residential areas. The civic body has also no provision for segregation of waste at sources. The parameter carries 23 points.

The MC also does not have any policy to make the waste generator to manage their own waste. The parameter carries 12 marks. The corporation also does not track movement of its garbage trucks and vehicles by ICT-based tools. Tracking of garbage vehicles is done manually. There is no garbage processing plant in the city.

Aware of the shortcomings, Mayor Upinder Kaur said last month she had pointed out all the deficiencies to the officials for taking corrective steps.

The civic body has to submit its report to the Ministry of Urban Development (MoUD) by December 30 and a team will visit Panchkula in the second week of January.


When contacted, executive officer O P Sihag said that they would put in their best efforts to overcome as many shortcomings as possible before the last date of submitting details to the ministry.

A two-member team of MoUD on Friday held a workshop for different stakeholders and apprised them of the criteria to be adopted by the ministry for giving scores. Panchkula deputy commissioner Garima Mittal, who chaired the workshop, said they needed to set long-term goals and work together. “We know our shortcomings. We all need to work together for making Panchkula a better place to live,” she added.
