Nearly 2.6 lakh new cases of mental illness were registered at the Out Patient Departments (OPD) in the hospitals of Punjab, Haryana and Himachal Pradesh in the year 2014-15, a report released by National Human Rights Commission (NHRC) has said.
The report was prepared by a Technical Committee on Mental Health constituted by NHRC on the basis of affidavits submitted by states and UT to the Supreme Court in 2015 and visits by special rapporteur to the hospitals.
The report reveals that the Haryana government stated in the affidavits that there were 72,2825 persons suffering from mental illness. Punjab and Himachal didn’t provide such information of their respective states.
About the resources available in the three states, the report reveals that out of the three states, Punjab has the maximum number of inpatient beds in the psychiatry, private and district hospitals with 501 beds. The number of beds in Haryana and Himachal were recorded at 126 and 123, respectively, during that year.
On the new cases registered in three states, Punjab the number of new registrations was 1,19,611 while in Haryana and Himachal new registrations recorded were 1,42,109 and 4,835, respectively. “It is absurd that only 57 IP (Indoor Patients) have been recorded in Haryana,” report said.
The committee report also reveals that the ratio of inpatient beds per 10,0000 population in the states. In Haryana, the ratio was 0.5 per cent while in Punjab and Himachal Pradesh the ratio was at 1.81 and 1.79 per cent.
The report also detailed the psychiatry services provided in the states. In Haryana, out of 21 districts, 11 district and general hospitals were providing the psychiatry care. Similarly, in Himachal and Punjab, the number of hospitals providing such care was 12 and 14, respectively.
On the patients who visited the hospitals for the follow-ups in 2014-15, the figures provided by the state governments said that in Haryana 83,622 people came in OPD for follow-up treatment. In Himachal, the number was 20,431, and in Punjab the number of such patients was 11,6005.
The report has also provided the number of psychiatrists which were available in the state. The number of psychiatrists, as per the reports, were 12 each in Himachal and Haryana, and 31 in Punjab in 2014-15.
In the recommendation part, the committee has suggested that for Haryana and Punjab, a time-bound mental health plan be prepared.
About the approximate number of people in three states with mental illness, calculated at 7 percent of the population, the number estimated in the report is Haryana 17,74,602, Punjab 19,39,297 and 4,80,522 in Himachal Pradesh.
