Demanding an independent probe in the alleged teacher recruitment scam of 2009,the petitioner in the case,Karamjit Singh of Sector 47-D,Chandigarh,has demanded an independent probe by the Central Bureau of Investigation (CBI). A replication to UT Administration’s reply given on the last date of hearing was filed today by the petitioner before the Punjab and Haryana High Court.

He,however, made it clear that he is not challenging the selection made in pursuance to advertisement issued by the Education department in August 2007 “as is being projected by the Administration”.

“The reason for such demand is obvious that the probabilities of the involvement of high ups in the whole scam are very high. Even the investigation by the Chandigarh Police revealed that the prime accused Jolly made 130 calls to Samwartak Singh, the then Director Public Instructions DPI (S). A similar number of calls were received by him from Samwartak Singh over a period of six months. Only investigation of such a high-level officer by an independent agency like CBI can unearth the involvement of high ups,” reads the petitioner’s reply.

Responding to the averment raised by the Administration that the petitioner was an unsuccessful candidate and had no locus standi to challenge the selection, the petitioner has stated “it is highly misconceived proposition of law that once a candidate participates in a selection process,he is debarred from challenging the same. Rather one could come across the flaws of selection process only when one participates in the selection process”.
