Chandigarh: UT spent only 33 pc of its budget in first quarter

After taking a cut in the allocated budget due to poor utilisation of funds last year, Chandigarh Administration has managed to spend over 33 per cent of its budget in the first quarter of the financial year.

As per norms, minimum of 25 per cent is to be spent in each quarter. Last year administration had spent only around 43 per cent in the first two quarters (April to June and July to September). This cost the administration dear as the Centre imposed a cut.

As per official records, of Rs 700 crore allocated under plan head, the administration has managed to spent Rs 231.90 crore. Higher education department has so far utilised over 67 per cent of its budget by spending Rs 19.01 crore out of allocated Rs 28.33 crore, while in school education funds in tune of Rs 24.10 crore have been utilised out of allocated funds of Rs 58.58 crore. Department of rural development has spent 2.16 crore out of allocated budget of Rs 3.2 crore (66.39 per cent). Engineering department has spent Rs 35,58 crore out of total funds of 127.3 crore.

Departments such as information technology, agriculture, statistical cell, excise and taxation, weight and measure have not spent anything out of their budget till July 27. Chandigarh Transport Undertaking (CTU) has spent just Rs 99 lakh of allocated funds of Rs 38.34 crore.

UT special secretary (finance) Bhawna Garg said utilisation of funds was “satisfactor” and that 50 per cent of the total funds would be spent by the end of the second quarter.

To review funds utilised by different departments, a meeting of head of departments is scheduled on August 5.

For the current fiscal, the administration had sought Rs 2,095 crore under plan head and Rs 2,991 crore under non plan head. However, it got only Rs 700 crore under plan head and Rs 3,237.79 crore under non plan head. The parliamentary standing committee on home affairs, in its report tabled in May, had expressed dissatisfaction with the low allocation of funds as it will affect various development works in the city. The committee had asked the ministry and Chandigarh administration to take up the issue with the ministry of finance.
